Ok well I had this problem and i found out how to fix it, here is a way to set up the server, again online
Step 1: First Download the offline server files founded here :

Now extract that so it will be in c:\
Step 2: Now Download the New M2server that has all the new skills in it

Put that in your c:\mirserver\mir200 folder
Step 3: Now you need to download the new Regestry Programe located here
http://www.lomcn.co.uk/forum/showthread.php?t=31191
Downlaod that, and you can ether make a new folder in
c:\mirserver or you could delte everytihng in the #in1 folder and put it in there.
Step 4: Now you should download the new Game Gate which cancels all the cheats in that Ledu Client which can be located here
http://www.rogamerszone.com/upload/mir2/GameGate(anticheat).rar
Put that in your c:\mirserver\Gamegate Folder
Step 5: Now since you have all the latest files you need to start editing some things in the files.
First Change all the ips to your online IP
Then change the name Foundation to your desired Server Name
Once you done all that goto c:\mirserver\mir200\!setup.txt and scroll to the right bottem. change it so it says this

Key=20FC20FC5447
ServerAddr=127.0.0.1
ServerPort=63000
LEAVE THAT IP 127.0.0.1
Step 5: Turning on the progrmaes : Now turn on the LFconfirmation first, and click Start. Then turn on all of the other exes(leaving the M2Server till last) Once the M2server has fully loaded, you now need to click the ????(H) tab, that will drop down a menu bar which has to tabs in it... click the ???(R) tab, when you click that a small box will pop open. put in this 20FC20FC5447 and then click ok... wait a few mins and then it should work
if it dosent then i dont know... this is what i done and it did work.
